Either the Govern- ment can wink at the importation or it must be totally pro- hibited. It would be impossible without a large staff to collect the fees on the small amounts which the old women now bring in and the returns would never cover the expenditure. If the import is totally prohibited one or two Indian Policemen can stop the import. If import is prohibited new distilleries will spring up.

The distilleries at Sheung Shui and Sha Tau Kok now complain of the amount imported but you will understand that without a ehroff and a receipt book on all the path leading into the Territory it is impossible to collect fees. I therefore recommend that the import of chinese wines and spirits into the Territory be entirely prohibited unless notice has been pre- viously given and the duty paid. I put in this proviso because total prohibition may be illegal.

I wish to raise a further point. I have never been able to understand why a man who has five stills like the Sun Hing Loong pays no more than a shop which has only one. The fee is $25 and it does not seem to matter how many stills are employed. One of the objects of the proposed Tong at Un Long is that the Tong will have some twenty stills in operation but will still pay $25 only. Perhaps you will raise this point as it seeme wrong that the Government should lose money in this way.
